The primary objective of this empanelment process is to select qualified training partners who can deliver quality, NSQF-aligned training that is directly linked to job placements. The program seeks to promote and strengthen skill development in Uttarakhand by leveraging the capabilities of private and public training providers, ultimately creating a robust ecosystem for employment and entrepreneurship.

Payment Structure: Payments to PIAs are linked to outcomes.
1st Tranche (50%): Released upon completion of training and successful certification of trainees.
2nd Tranche (50%): Released only upon successful completion of three months of post-placement tracking for at least 70% of the certified candidates.
The ELSTP is open to all eligible youth, with a special emphasis on the following categories :
Unemployed and underemployed youth
School dropouts
Women
Persons with Disabilities (PwDs)
Transgender persons
Youth from economically weaker sections
Residents of urban slums and underserved communities
The eligible age of beneficiaries is ordinarily between 15 and 45 years, subject to the specific
job role requirements
