The primary objective is to engage a Training Agency to implement a demand-led, Gender Equality and Social Inclusion (GESI) -responsive skill development program. The purpose is to train and certify local rural populations—especially youth and women—for green jobs, decent work, entrepreneurship, and livelihood opportunities arising from the solarization of agriculture under MSKVY 2.0, thereby supporting a just transition towards sustainable development.

Payment Milestones (linked to deliverable submission & approval):
Inception Report (15 days) – 10%
Detailed Training Schedule (1 month) – 20%
Six-Month Progress Report 1 (6 months) – 15%
First Year Progress Report (1 year) – 20%
Six-Month Progress Report 2 (18 months) – 15%
Final Report (2 years) – 20%
A. Technical Eligibility
Registration: Registered in India as a Company (Sec 8), Society, Trust, or Partnership for at least 10 years (for individual & Lead JV partner).
Experience: Minimum 5 years of relevant experience in solar-related training (each JV partner individually).
Infrastructure: At least 10 training centres registered with Skill India Digital Hub in last 3 years (collectively for JV).
Trainers: At least 50 government-certified trainers on rolls/affiliated (collectively for JV).
Past Track Record: Trained at least 3,000 participants in solar PV/O&M in last 3 years, with minimum 30% women, and ensured certification (collectively for JV).
Partnerships: Working partnerships with industry/CoEs/academic institutions (each JV partner individually for at least 1).
Donor Experience: Experience in international donor-supported training programs (each JV partner individually for at least 1 donor).
Advantage (not mandatory) : Experience in employer engagement, placement facilitation, job fairs, or entrepreneurship promotion.

B. Financial Eligibility
Individual/Lead JV Partner: Minimum average annual turnover of ₹10 Crore over the preceding 3 financial years.
Other JV Partners: Minimum average annual turnover of ₹3 Crore each over preceding 3 years.
