ndicative Roles and Responsibilities of Empanelled Training Partners
The following responsibilities are indicative in nature and shall apply only when an empanelled
Training Partner is engaged under a specific project or scheme:
1. Candidate Mobilization
• Community awareness and mobilization
• Candidate counselling and registration
• Eligibility verification
• Mobilization of youth, artisans, weavers, SHGs, women, and other target
groups
2. Training Delivery
Training Partners shall:
• Deliver NSQF-aligned training programmes
• Follow TSC-approved Qualification Packs and curriculum
• Deploy suitably qualified trainers, including TSC Certified Trainers where
required under the applicable project or scheme.
• Ensure availability of machinery, equipment and consumables required as
approved qualifications.
• Conduct classroom, practical, blended or workplace-based training

3. Infrastructure Management
Training Centres shall maintain:
• Classrooms
• Practical laboratories/workshops
• Textile machinery and equipment
• Adequate IT infrastructure and reliable internet connectivity.
• Safety provisions
• Drinking water and sanitation facilities
4. Assessment & Certification
• Coordinate assessments with TSC
• Prepare candidates for assessment
• Facilitate certification
5. Placement & Industry Linkages
Where applicable:
• Facilitate placements
• Promote apprenticeship
• Support entrepreneurship
• Develop linkages with textile industries
6. Monitoring & Compliance
Training Partners shall:
• Maintain digital records
• Upload candidate and training-related information on portals or digital
platforms prescribed by TSC or the respective scheme.
• Submit periodic reports
• Facilitate inspections and audits
• Comply with TSC Quality Standards
The Textile Sector Skill Council (TSC), established under the aegis of the National Skill
Development Corporation (NSDC) and also an Awarding Body by the National Council for
Vocational Education and Training (NCVET) under the Ministry of Skill Development &
Entrepreneurship (MSDE), Government of India, is the industry-led body responsible for
developing the skill development ecosystem for skilling across the textile & Handloom sector.
TSC develops National Occupational Standards (NOSs), Qualification Packs (QPs), training
curricula, certification systems, and quality assurance frameworks to create a globally
competitive and industry-ready workforce.
To strengthen the delivery of quality skill development programmes, the Textile Sector Skill
Council (TSC) invites eligible organizations to submit applications for empanelment as Training
Partners (TPs) in accordance with the prevailing TSC Affiliation Norms. Empanelled Training
Partners shall become eligible to be considered for participation in future TSC-led skill
development initiatives. However, empanelment shall not guarantee allocation of any project,
training targets, or funding, which shall be subject to the availability of projects, funding, and
compliance with the applicable guidelines, eligibility criteria, and requirements of the
respective project or scheme.
As per the MSDE Guidelines
Eligibility Criteria
Only organizations meeting the following eligibility conditions shall be considered for
empanelment as Training Partners under the prevailing TSC Affiliation Norms.
A. Eligible Organizations – Textile Mill Sector Job Roles
(As per Annexure-I)
The following organizations are eligible:
• Textile Mills in running production
• Textile Mill Machinery Manufacturers, including Technical Textile Machinery
Manufacturers
• State Government or Central Government recognized Textile Mill
Organizations
• Registered Textile Mill Industry Associations with a minimum of three years
existence
• UGC/AICTE recognized institutions offering Textile Mill programmes
B. Eligible Organizations – Handloom Sector Job Roles
(As per Annexure-II)
The following organizations are eligible:
• Registered organizations engaged in manufacturing, marketing or training of
Handloom products with a minimum of three years existence

• State Government or Central Government recognized Handloom
Organizations
• Registered Handloom Associations and Self Help Groups (SHGs) with a
minimum of three years existence
• UGC/AICTE recognized institutions offering Textile or Handloom programmes
Mandatory Requirements
Applicants shall ensure:
• Training Partner affiliation through online application
• Availability of TSC Certified Trainers or commitment to deploy/certify
trainers before commencement of training, wherever applicable.
• Adequate training infrastructure as prescribed by TSC
• Compliance with TSC Affiliation Guidelines and Quality Assurance Framework
• Compliance with applicable statutory and regulatory requirements
